It's better to throw a grenade than mulch it for UPBs. If you find them for free, they're usually good to use if you get enough targets at once. It's simply not a strong enough option to justify given the price. A soldier needs to hit 4 targets with a grenade to make it better than their free melee attack, and even then it's now splitting damage, and using a resource that costs roughly 1/4 of their income for the entire level. Meanwhile, the frag II deals 3.5/7 depending on saves (we'll assume 50% save rate for an average of 5ish). A level 4 envoy is likely doing 4-5 damage on an average attack, and a level 4 blitz soldier is likely doing around 14-15 points of damage with an average attack. It makes sense that you need heavier explosives for that. Recipes can be learned in game from recipe books that are scattered all over the game. Realistically, any door that could be destroyed by throwing a fragmentation grenade at it, could just as easily be destroyed by kicking it down. The chance of successful manufacturing depends on the level of Tinkering skill. By going to the "Craft" tab in Inventory, you can create various items.
